This new role at WestEd will oversee the Office of Research Integrity (ORI) and its oversight of regulated research while working closely with IS to provide oversight and integrity to research data security for all WestEd projects.

The agency’s Office of Research Integrity (ORI) is responsible for helping staff conduct high-quality work while implementing safe, sound, and ethical practices consistent with the Office for Human Research Protection’s compliance requirements. The ORI supports all stages of work from the infancy of proposal planning through award, modification, renewal and project completion. When required, ORI provides support for review by WestEd’s Institutional Review Board (IRB).
Position Description: Reporting to the Chief Program Officer, this position oversees the Office of Research Integrity (ORI) and its oversight of regulated research and WestEd’s policies and practices in designing and implementing high-quality and ethical research. It is responsible for project data security oversight, by updating and implementing agency-wide initiatives to ensure proper storage of, handling, retention, and destruction of protected data; by developing internal processes to secure data for both regulated and unregulated studies; and by developing and implementing processes to ensure compliance throughout the life of a WestEd project.
The Director of Research Integrity and Data Security position requires leadership to maximize the secure collection, transfer and storage of personally identifiable information that is often collected when conducting high quality education research. Candidates need to be familiar with local, state and federal laws and requirements and the associated information security protocols and processes that accompany data collection and data management.
This position ensures that agency and client data are protected and that research projects follow safe, sound, and ethical practices through design and implementation of a high-quality and ethical research methodology. The Director interfaces with all agency departments/programs and is comfortable working with executive management, business leaders, clients, subject matter experts, research personnel, and information technology to establish and maintain strong administrative, operational, and technical protection and integrity controls.
The Director will work collaboratively with cross-functional teams to align business objectives and priorities and ensure that contractual, regulatory, and compliance requirements are met. This position will chair a cross-departmental Information and Data Security Committee including the ORI manager, the Chief Administrative Officer, and representatives from IS, Finance and Contracts.
Supervise ORI Manager who is responsible for human subjects research, IRB, and formal exemption determinations; support human subjects research consultation and guidance; consult on consent process; provision of staff training and education; proposal support for human subjects narratives and ORI/IRB-related needs; consults collaboratively on MOU and data security agreements; and coordinates with federal agencies on annual institutional certifications and research non-compliance reporting
Manage a small team of 2-3 people and work with IT team members with indirect reporting relationships
Primary management responsibility for agency-wide research and other sensitive data security efforts, policies and procedures
Oversee response and problem solving to any information security breach in partnership with program leadership; oversee the investigation of research misconduct in partnership with executive leadership; report regularly to executive leadership and CEO on mitigation efforts
Deliver mandated reporter, data security, risk mitigation, and other training and provide resources (in collaboration with general counsel)
Advanced degree, PhD preferred
Familiarity with research data management in an academic or research setting and understanding of research security issues and risk mitigation in the social sciences
Comfortable and effective working in academic, policy and political, and K?12 education environments
Ability to respond in a supportive and sensitive manner to questions and concerns of internal and external constituencies.
Excellent organizational, administrative, managerial, and interpersonal skills. Demonstrated ability to understand large contracts and budgets; demonstrated ability to work collaboratively and effectively with diverse staff, colleagues, and clients from across the organization and the state
Demonstrated understanding of research compliance and regulatory agency requirements, especially related to human subjects research and data security
Exceptional communication skills, including excellent writing and powerful presentation skills; comfort with large and small groups and with diverse audiences

Ability to travel, primarily within California
